This book contributes to a “rethinking” Canadian aid at four different levels. First, it undertakes a collective rethinking of the foundations of Canadian aid, including both its normative underpinnings – an altruistic desire to reduce poverty and inequality and achieve greater social justice, a means to achieve commercial or strategic self-interest, or a projection of Canadian values and prestige onto the world stage – and aid’s past record. Second, it analyzes how the Canadian government government is itself rethinking Canadian aid, including greater focus on the Americas and specific themes (such as mothers, children and youth, and fragile states) and countries, increased involvement of the private sector (particularly Canadian mining companies), and greater emphasis on self-interest. In this paper, we specify a dynamic programming model that addresses the interplay among health, financial resources, and the labor market behavior of men in the later part of their working lives. Unlike previous work which has typically used self reported health of disability status as a proxy for health status, we model health as a latent variable, using self reported disability status as an indicator of this latent construct. Our model is explicitly designed to account for the possibility that the reporting of disability may be endogenous to the labor market behavior we are studying. The model is estimated using data from the Health and Retirement Study. We compare results based on our model to results based on models that treat health in the typical way, and find large differences in the estimated effect of health on behavior. While estimates based on our model suggest that health has a large impact on behavior, the estimates suggest a substantially smaller role for health than we find when using standard techniques. We use our model to simulate the impact on behavior of raising the normal retirement age, eliminating early retirement altogether and eliminating the Social Security Disability Insurance program.

First published in Germany in 1929, The End and the Beginning is a lively personal memoir of a vanished world and of a rebellious, high-spirited young woman's struggle to achieve independence. Born in 1883 into a distinguished and wealthy aristocratic family of the old Austro-Hungarian Empire, Hermynia Zur Muhlen spent much of her childhood travelling in Europe and North Africa with her diplomat father. After five years on her German husband's estate in czarist Russia she broke with both her family and her husband and set out on a precarious career as a professional writer committed to socialism. Besides translating many leading contemporary authors, notably Upton Sinclair, into German, she herself published an impressive number of politically engaged novels, detective stories, short stories, and children's fairy tales. Because of her outspoken opposition to National Socialism, she had to flee her native Austria in 1938 and seek refuge in England, where she died, virtually penniless, in 1951. This revised and corrected translation of Zur Muhlen's memoir - with extensive notes and an essay on the author by Lionel Gossman - will appeal especially to readers interested in women's history, the Central European aristocratic world that came to an end with the First World War, and the culture and politics of the late nineteenth and early twentieth centuries.

Lenin's work What Is To Be Done? Was written at the end of 1901 and early in 1902. In "Where To Begin," published in Iskra, No. 4 (May 1901), Lenin said that the article represented "a skeleton plan to be developed in greater detail in a pamphlet now in preparation for print." Lenin began the actual writing of the book in the autumn of 1901. In his "Preface to the Pamphlet Documents of the 'Unity' Conference," written in November 1901, Lenin said that the book was in preparation "to be published in the near future." In December Lenin published (in Iskra, No. 12) his article "A Talk with Defenders of Economism," which he later called a conspectus of What Is To Be Done? He wrote the Preface to the book in February 1902 and early in March the book was published by Dietz in Stuttgart. An announcement of its publication was printed in Iskra, No. 18, March 10, 1902. In republishing the book in 1907 as part of the collection Twelve Years, Lenin omitted Section A of Chapter V, "Who Was Offended by the Article 'Where To Begin, '" stating in the Preface that the book was being published with slight abridgements, representing the omission solely of details of the organisational relationships and minor polemical remarks. Lenin added five footnotes to the new edition. The text of this volume is that of the 1902 edition, verified with the 1907 edition.
