First published in 1990, Richard Clutterbuck's fascinating analysis of European security confronts the problems of internal European community frontiers and technological aids in combating terrorism and international crime. He looks at what the EC countries have done in the past, describes the technology now becoming available, and makes radical proposals for airport security, fighting drugs, and overcoming the intimidation of witnesses and juries. Above all, he foresees he exciting prospect of the USSR, the USA, and a united Europe co-operating for the first time to overcome the common enemies of terrorism and international crime.

The book examines the dynamic of West European terrorism and counter-terrorism as it has evolved since the late 1960s. It assesses past, present and future terrorist trends and analyzes the internal security policies that have been initiated by the member states of the European Union (EU), both singularly and collectively, to combat terrorism in Western Europe. Throughout the book the theme of liberal democratic legitimacy and accountability is stressed, something that is brought particularly to bear on the latest EU internal security provision - the Maastricht Third Pillar.

Crimes generated by the drug world are rampant. A full half of all murders in the United States are drug-related. Each year, 30,000 Columbians die violent deaths, victims of the drug trade. Fifty percent of all burglaries in Britain are committed by addicts to pay for their habit. And in the former Soviet Union and Eastern Europe, Mafia-style gangs are quickly learning how lucrative the drug trade can be.In an attempt to expose the links between crime, drugs, corruption, and terrorism throughout the world, expert Richard Clutterbuck here provides a profile of drug use world-wide. Drawing on the dramatic examples of Peru and Columbia as case studies, the book describes in detail the manufacture and distribution of cocaine, crack, heroin, cannabis, speed, ice, and LSD. Solutions exist, Clutterbuck argues, not in Latin America or Asia, but on the streets of the West. At a time when policies of suppression are faltering and when the War on Drugs has clearly failed, Clutterbuck weighs the pros and cons of the alternatives: What would need to be done to make suppression work? Should some drugs be decriminalized? How effective has the Dutch experiment been? Is the licensing of drugs to cure addictions an effective remedy?

Fighting Terrorism and Drugs is an examination of European states in their fight against terrorism and drugs, from the 1960s up to the present day. Jörg Friedrichs explores what makes large European states willing or unwilling to participate in international police cooperation against terrorism and drugs. The book examines forty-eight case studies, with particular regard to the policy preferences of the four largest and most politically important EU Member States: Britain, France, Germany, and Italy. The author argues that if a real understanding of international cooperation is to develop, it is important to understand what individual states want and why they want it. To explain state preferences, Friedrichs considers interests, institutions and ideas from domestic, national and international levels that can affect state preferences either positively or negatively. This theoretically coherent book looks at international police cooperation from a truly international perspective and will be of interest to students and scholars of international relations, terrorism, criminology, international law and European integration.
