Currently, parliament as a political institution does not enjoy the best reputation. This book aims to recover less known political resources of the parliamentary mode of proceeding. The parliamentary procedure relies on regulating debates in a fair way and on constructing opposed perspectives on the agenda items.

Recent studies manifest a new interest in the politics of internal parliamentary practices. The book presents a thesis that a shift from oratory to debate characterises the parliamentarisation of deliberative rhetoric. Parliamentary speeches are intelligible only as political interventions pro et contra to debates on motions on the agenda and the agenda-setting itself. Scholars of rhetoric and parliaments have been slow to recognise this shift and its political implications. The book analyses the rhetoric of Westminster-related writings from late 18th century to WWII among scholars and others outsiders in contrast to parliamentary insiders (officials, journalists, members). A special attention is given to John Stuart Mill and Walter Bagehot as the most prominent British parliamentary theorists and to cases studies on actual parliamentary debates. With its procedures and ways of dealing time the Westminster-style parliament is an exemplary political assembly of debating pro et contra.

Currently, parliament as a political institution does not enjoy the best reputation. This book aims to recover less known political resources of the parliamentary mode of proceeding. The parliamentary procedure relies on regulating debates in a fair way and on constructing opposed perspectives on the agenda items. The British House of Commons provides the closest historical approximation for the parliamentary ideal type of politics. This book deals with the formation and conceptual change in the Westminster procedure, based on the way they are interpreted in the tracts on procedure. The tracts illustrate the changing parliamentary self-understanding from the 1570s to the present and the growing political role of procedural disputes. The parliamentary style of politics, as discussed in the tracts, can be divided into two genres: the politics of agenda-setting and the politics of debate. The book analyses their formation and overall conceptual change as well as the procedural responses to the increasingly scarce parliamentary time from the period after the 1832 parliamentary reform. It insists that in spite of claims on urgency and on government’s leadership the procedural resources of the House of Commons contribute to maintaining the debate-centred parliamentary style of politics.

The book examines decision-making as a contingent form of social action that takes multiple forms in different cultural contexts and is subject to historical change. Case studies ranging from medieval Europe to present-day India address the multifaceted aspects of cultures of decision-making. These include narratives and practices as well as resources and their use in processes of decision-making. Furthermore, several chapters discuss various approaches to analyzing decision-making in a historical-cultural perspective. Taken together, the contributions to this book demonstrate the potential of an approach that conceives decision-making as a historically variable social practice and a culturally diverse phenomenon.

Politics is inherently a play with time. The Politics of Limited Times offers a temporal reading of politics, combining ideal typical, rhetorical, and historical approaches. The study continues the author's work on the history of the concept of politics with a rhetorical analysis of the institutions and practices of playing with time. The parliamentarization and democratization of politics render the temporal horizons of politics shorter than in monarchic and bureaucratic regimes. The temporal layers of regular and recurrent occasions for change can be divided into individual lifetime, momentum, time-span, and calendar. This book contains chapters dealing with the democratization of suffrage, the alternation in government, parliamentary procedures and rhetorical practices, and the times politicians illustrate the interplay and opposition these layers have with each other. The concluding chapters connect the temporal layers to the play with the scarce time and to a defense of the short temporal horizons as the main advantage of parliamentary democracies. If a proverb says "statesmen think about next generations, politicians about next elections," this book encourages its readers to think like politicians.

The parliamentary style of politics has been formed over centuries; nobody theorised it in advance. This book presents a thought experiment to spell out key principles of the parliamentary ideal type of politics. Max Weber offers the main intellectual inspiration, Westminster parliament provides the main historical reference and the author’s studies on parliamentary procedure and rhetoric provide the background for the book. Parliamentary acting and thinking offer us the best example of politics as a contingent and controversial activity. Using a parliamentary imagination, the author constructs the ideal type in five main chapters: dissensual modes of proceeding; rhetoric of parliamentary debate; parliamentary formation and control of government; parliamentarians as politicians; and parliamentary time as their common subtext. In the last two chapters, the book outlines the possibilities of extending parliamentary judgment to politics beyond parliaments proper and the chances for parliamentary politics succeeding today.
