Code of Silence

Code of Silence tells the story of federal court employee Cathy McBroom, who had to flee her job as a case manager in Galveston, Texas, after enduring years of sexual harassment and assault by her boss—US District Judge Samuel Kent.

In the age of #MeToo, learn how brave whistleblowers have dared to lift the federal court’s veil of secrecy to expose powerful judges who appear to defy laws they have sworn to uphold. Code of Silence tells the story of federal court employee Cathy McBroom, who had to flee her job as a case manager in Galveston, Texas, after enduring years of sexual harassment and assault by her boss—US District Judge Samuel Kent. Following a decade of firsthand reporting at the Houston Chronicle, investigative reporter Lise Olsen charts McBroom’s assault and the aftermath, when McBroom was thrust into the role of whistleblower to denounce a federal judge. What Olsen discovered by investigating McBroom’s story and other federal judicial misconduct matters nationwide was shocking. With the help of other federal judges, Kent was being protected by a secretive court system that has long tolerated or ignored complaints about corruption, sexism, and sexual misconduct—enabling him to remain in office for years. Other powerful judges accused of judicial misconduct were never investigated and remain in power or retired with full pay, such as US Circuit Judge Alex Kozinski and Kozinski’s mentee, Brett Kavanaugh. McBroom’s ultimate triumph is a rare story of redemption and victory as Judge Kent became the first and only federal judge to be impeached for sexual misconduct. Olsen also weaves in narratives of other brave women across the country who, at great personal risk, have reported federal judges to reveal how sexual harassment and assault occur elsewhere inside the federal court system. The accounts of the women and their allies who are still fighting for reforms are moving, intimate, and inspiring—including whistleblowers and law professors like Leah Litman, Emily Murphy, and novelist Heidi Bond, who emerged to denounce Kozinski in 2017. A larger group of women—and men—banded together to form a group called Law Clerks for Accountability, which is continuing to push for more reforms to the courts’ secretive complaint review system. Code of Silence also reveals the role the press plays in holding systems of power in check. Kent would not have been charged had it not been for Olsen’s reporting and the Houston Chronicle’s commitment to the story.

Too many good cops have learned, through the Code of Silence, to tolerate bad cops and too many bad apples have escaped consequences as a result. This is a nationwide problem that is undermining the quality and legitimacy of good police work. Most cops don't start their careers believing the ends justify the means, so how did they get that way? We all make mistakes, and somewhere, sometime, we all "walk with the Devil."

In May 2013, a young black man named Terrance Franklin was being pursued by a large contingent of officers of the Minneapolis Police Department. After an intensive afternoon search, a SWAT team found Franklin holed up in the basement of a South Minneapolis home. In the series of events that followed, two SWAT team members suffered gunshot wounds and Terrance Franklin was subsequently shot to death. The team of officers reported that Franklin took control of one officer's semi-automatic gun and shot two of the five-member team during the ensuing melee. An in-house investigation by the MPD supported the SWAT team's written reports that indicating that Terrance Franklin accessed an officer's gun, shooting two of the officers before being being shot to death himself. They almost got away with it. Mike Padden, a Minnesota attorney and the author of this book, assembled and led a team of lawyers, investigators, and experts to discover the truth-that Terrance Franklin was actually murdered in cold blood. The book explains how the Padden team dismantled the sham investigation by MPD, obtaining a successful outcome for Terrance Franklin's family by means of wrongful death litigation. Padden does not stop with the shocking details of the Franklin case. Through the examination of several other cases where civil rights violations occurred, the book, "The Minneapolis Police Department: Blue Code of Silence," reveals a pattern of conspiracy utilized by the MPD to cover up their illegal activities. Throughout the book, Padden emphasizes how the use of video has revolutionized the investigation of police conduct in and outside of Minneapolis.

Every little girl dreams about how handsome her dad would look, walking her down the aisle to her prince charming. Not me. I dreamed of the same real life nightmare every night. i dreamed of ways to make myself less desirable so my cousin wouldn't come into my room every night. I dreamed of every way to avoid jail when i was forced to sell drugs out of a Brooklyn laundromat. I dreamed of hearing my father tell me he loved me instead of grunting and hanging up the phone when i told him i loved him. Most of my dreams were real life nightmares that i lived through on a daily basis. This read is not for the light of hearts. In this book i will take you by your hand and walk you through many of my rapes, tears and triumphs. I will watch you cringe and turn the page on things that you only have to read but i truly had to endure. My purpose is to unmute the silence that most black families have cast on their bloodlines and to save face or lack there of. I will unveil the wool that has been pulled over young eyes that find it safe to leave their children with friends or even family. Light will be shed on the little boys and girls who cry in the dark, silenced by their undefeated demon "What If". Like most organizations, be it a mafia or sorority, there is always some unspoken rule to "not tell" when something is wrong. In the urban families case, this black curtain has done more damage than good. Today, we expose and dismantle the Black families code of silence.

"Wherever there is power and money, there is always the risk of corruption. But everyone has a choice: to become involved or to take a stand against it." Colin Dillon is an extraordinary man. He was the first Indigenous policeman in Australia. But that is actually a very small part of his story. He was also the first serving police officer to voluntarily appear before the Fitzgerald Commission of Inquiry in 1987 and give first-hand evidence of police corruption. He did this at a time when the Fitzgerald Inquiry was beginning and struggling for traction. His evidence at the Inquiry was instrumental in eventually sending some police, including Police Commissioner Terry Lewis, and politicians to prison. Revealing, powerful and uncompromising, this is the story of Colin Dillon's nearly 40 years in a police force rotten to the core. It describes the extraordinary range of criminal activities - drugs, gaming, SP bookmaking, brothels, vehicle theft - that were allowed to operate with impunity in return for bribes. It also tells of the high price an honest man and his family paid for his decision to break the code of silence.

As a small child, I was shamed into silence in an effort to conceal the crimes of those who would abuse, abandon and neglect me. Asking for help has never come easy for me as an adult. As a child asking for help seemed to always fall on deaf ears. I pondered on the idea of asking for help in completing a project that goes directly against "The Code of Silence" in the African American Community. I could hear that faint voice, " What goes on in this house stays in this house." African American women like myself have been the gatekeeper's for childhood abuse, molestation, incest and rape in our communities. We have worn the pain of our Great-Great Grandmother's, Grandmother's for generations to come before us. We have been paralyzed by the guilt, shame and vague remorse of the very people who were supposed to protect us.60% of black girls have experienced sexual abuse at the hands of black men before reaching the age of 18, according to an ongoing study conducted by Black Women's Blueprint.1 in 4 black girls will be sexually abused before the age of 18. (Stone, R.D., No Secrets, No Lies: How Black Families Can Heal from Sexual Abuse, 2004)30% of black women with documented histories of childhood sexual abuse were sexually assaulted in adulthood. (Siegel & Williams, Risk Factors for Sexual Victimization of Women, Violence Against Women 9, 2003)For every black woman who reports a rape, at least 15 do not report (Bureau of Justice Statistics, 2009)If you gather 10 African American women in a room, it is likely that at least nine have been victims of pedophilia, street harassment, and/or sexual assault; or they have a friend, cousin, sister, aunt, mother, or grandmother who has been victimized.Yes, just about all of us, and for me, both cases are true. I speak for the voiceless not to tell their story, but to tell mine; and in-so-doing, I encourage you to tell yours. Some people simply need a little inspiration to stand up and be heard.
