The Reform Proposal of the Education Commission recommended that schools should adopt a diversified assessment model and minimize the use of quantitative assessment. An alternative approach, competency-based assessment, which has been advocated in different disciplines for years, is also introduced to secondary schools. In this paper, we try to develop and foster competency-based assessment in secondary schools. We try to assess the effectiveness of competency-based assessment on students' performance, both intrinsic and extrinsic. We also try to see if there are any difficulties that teachers and students face with the new approach. The basic approach in this research is an action research. The research itself includes a task requiring the students to fulfil after teachers' instructions. During the project, the analysis will be based on teachers' and students' behaviour. After the project, a formal assessment on students' knowledge and qualitative interviews with students will be conducted on evaluating the overall impact of the competency-based assessment on the involved parties. Teachers and students are also asked to write a self-reflection after the project for assessing the impact of competency-based assessment as well. Under this research, there are several implications on students and teachers. After the project, students' academic performance, in most cases, improved. Students' analytical ability and vision are widened. One major implication is that the competency-based assessment will be more effective when it is an ongoing process. The evaluation of students' performance cannot be fully reviewed under a few tasks, but under long-term development. Another important area is that the implementation of competency-based assessment not only involves the change of teaching and learning approach during the lessons. It also involves the structure of curriculum design and the culture of the organization and the society. These are also the areas waiting for further researches and studies. This book addresses challenges in the theoretically and empirically adequate assessment of competencies in educational settings. It presents the scientific projects of the priority program “Competence Models for Assessing Individual Learning Outcomes and Evaluating Educational Processes,” which focused on competence assessment across disciplines in Germany. The six-year program coordinated 30 research projects involving experts from the fields of psychology, educational science, and subject-specific didactics. The main reference point for all projects is the concept of “competencies,” which are defined as “context-specific cognitive dispositions that are acquired and needed to successfully cope with certain situations or tasks in specific domains” (Koeppen et al., 2008, p. 62). The projects investigate different aspects of competence assessment: The primary focus lies on the development of cognitive models of competencies, complemented by the construction of psychometric models based on these theoretical models. In turn, the psychometric models constitute the basis for the construction of instruments for effectively measuring competencies. The assessment of competencies plays a key role in optimizing educational processes and improving the effectiveness of educational systems. This book contributes to this challenging endeavor by meeting the need for more integrative, interdisciplinary research on the structure, levels, and development of competencies.
