The Cambridge Primary Review Research Surveys is the outcome of the Cambridge Primary Review – England’s biggest enquiry into primary education for over forty years. Fully independent of government, it was launched in 2006 to investigate the condition and future of primary education at a time of change and uncertainty and after two decades of almost uninterrupted reform. Ranging over ten broad themes and drawing on a vast array of evidence, the Review published thiry-one interim reports, including twenty-eight surveys of published research, provoking media headlines and public debate, before presenting its final report and recommendations. This book brings together the twenty-eight research surveys, specially commissioned from sixty-five leading academics in the areas under scrutiny and now revised and updated, to create what is probably the most comprehensive overview and evaluation of research in primary education yet published. A particular feature is the prominence given to international and comparative perspectives. With an introduction from Robin Alexander, the Review’s director, the book is divided into eight sections, covering: children’s lives and voices: school, home and community children’s development, learning, diversity and needs aims, values and contexts for primary education the structure and content of primary education outcomes, standards and assessment in primary education teaching in primary schools: structures and processes teaching in primary schools: training, development and workforce reform policy frameworks: governance, funding, reform and quality assurance. The Cambridge Primary Review Research Surveys is an essential reference tool for professionals, researchers, students and policy-makers working in the fields of early years, primary and secondary education.

Since the 1992 Education Act inaugurated national arrangements for inspection, schools have operated within an 'inspection climate' which pervades every aspect of school life on a continual basis. The significance of OFSTED inspections cannot be overestimated. They are often the most challenging, searching, uncompromising and stressful events teacher have ever experienced. What effects do they have on teachers and their work, on their self and role, and on school policy and ethos? Drawing on case studies from contrasting primary schools over a three- year period, this book reveals how OFSTED inspections were received within primary schools. It meets the need for detailed, rigorous research into inspections and their effects on teachers.

Since 1997 when Hong Kong became a Special Administrative Region of the People’s Republic of China, a string of education reforms have been introduced to improve the quality of education and maintain Hong Kong’s economic competitiveness in the age of globalization. This book provides a comprehensive and critical analysis of major issues and challenges faced by the education system, ranging from pre-school to higher education. It analyses the prospects for educational development in Hong Kong. It further addresses how the Hong Kong government has responded to the perceived challenges of the external environment and internal forces and explains the rationales for the actions taken. Not only does it review how the reform initiative challenges have been dealt with, it also reviews how effective these initiatives are and its implications on future directions.

Looking closely at the recent reform efforts in San Diego, this book explores the full range of critical issues pertaining to urban school reform. Drawing on the systemic school reform initiative that was launched in San Diego in the 1990s, this book explores all layers of the school reform process - from leadership in the central office, to work with principals and teachers, to the impact on how teachers worked with students in the classroom. The authors draw on careful ethnographic research collected over the entire four years of the San Diego reforms, in order to identify, not only how teachers, principals and other district educators were shaped by the large-scale reforms, but also the ways in which the reform unfolded. In doing so, the book shows more broadly how actors throughout a school system can change the views of leaders and impact the larger reform process.

This book provides an overview and discussion of the evidence base of effective school inspections; reflecting on issues of validity and reliability of school inspections in relation to school effectiveness research, unintended consequences and emergent roles and responsibilities of Inspectorates of Education. Chapters include findings from systematic literature reviews and primary research while also presenting a range of practical examples from inspections systems from all over the world. The book provides relevant background materials for Inspectorates of Education who aim to improve the effectiveness of their systems and working methods, as well as clear examples for researchers aiming to analyse and understand the effectiveness of these systems. The final chapter reflects on changes in the current education landscape and discusses newer models of school inspections that fit within a more decentralized inspection system.

In recent decades, governing practices in education have become highly contradictory: deregulation and decentralisation are accompanied by re-regulation and increased centralisation, contributing to considerable governing tensions in and across different national systems and within the emergent European education policy space. On the one hand there is the persistence of performance monitoring through target-setting, indicators and benchmarks, and on the other, the promotion of self-evaluation and ‘light touch’ regulation that express a ‘softer’ governance turn, and promote self-regulation as the best basis for constant improvement. Drawing on research undertaken into three national systems, this edited volume explores the attempts to manage these tensions in Europe through the development of inspection as a governing practice. Inspectorates and inspectors offer key locations for the exploration of governing tensions, positioned as they are between the international, the national, and the local and institutional, and with responsibility for both regulation and development. All three national systems offer contrasting approaches to inspection, all of which have changed considerably in recent years. Governing by Inspection positions inspection in the framework of changing education policy and politics, and in a period of intensive policy development and exchange in Europe. It will be key reading for academics, researchers and postgraduate students in the fields of education, political science and social policy.
