Rethinking Citizenship Education presents a fundamental reassessment of the field. Drawing on empirical research, the book argues that attempting to transmit preconceived notions of citizenship through schools is both unviable and undesirable. The notion of 'curricular transposition' is introduced, a framework for understanding the changes undergone in the passage between the ideals of citizenship, the curricular programmes designed to achieve them, their implementation in practice and the effects on students. The 'leaps' between these different stages make the project of forming students in a mould of predefined citizenship highly problematic. Case studies are presented of contrasting initiatives in Brazil, a country with high levels of political marginalisation, but also significant experiences of participatory democracy. These studies indicate that effective citizenship education depends on a harmonisation or 'seamless enactment' of the stages outlined above. In contrast, provision in countries such as the UK and USA is characterised by disjunctures, showing insufficient involvement of teachers in programme design, and a lack of space for the construction of students' own political understandings. Some more promising directions for citizenship education are proposed, therefore, ones which acknowledge the significance of pedagogical relations and school democratisation, and allow students to develop as political agents in their own right.

The digital transformation is changing the European economy and European society. New technical and 'soft' skills are gaining in importance both in the labour market and as a means for fully participating in society. As a result, traditional roles, content and methods of education are being challenged -education today needs to prepare students for changing tasks and roles both in the labour market and as European citizens. Simultaneously, today's adults need reskilling and upskilling opportunities to enable them to tackle tomorrow's challenges. Rethinking education in the digital age should become a central matter for today's policy-makers for two reasons. First, only education can form a skilled workforce that is prepared for future jobs and a changing labour market. Rethinking education in the digital age therefore constitutes a prerequisite for Europe's future global competitiveness. Second, only education can provide the preconditions for the social inclusion and equal participation of European citizens in a digitalised democracy. Rethinking education in the digital age therefore matters for safeguarding European values such as equality, democracy and the rule of law. This study presents policy options on the basis of a thorough analysis of current strengths and weaknesses, as well as future opportunities and threats, for education in the digital age.

Transformation is about questioning the very nature of the school as an organization and the nature of organizations. Only 20 per cent of the school-age population have access to primary education. Yet the majority of school leavers have few employment opportunities. The current and planned expansion of the formal education sector cannot be defended either on development or moral grounds since formal educational cannot fulfil the educational and developmental needs of the great majority of the population. This study attempts to explore an alternative strategy as regards expansion of literacy and the fulfilment of educational and developmental needs. This study argues that the strategy of non-formal education is in both cases a far better alternative.
