1. Theme and focus Few books are available to integrate the models for facilities siting, transportation, and land-use. Employing state-of-the-art quantitative-models and case-studies, this book would guide the siting of such facilities as transportation terminals, warehouses, nuclear power plants, military bases, landfills, emergency shelters, state parks, and industrial plants. The book also shows the use of statistical tools for forecasting and analyzing implications of land-use decisions. The idea is that la- use on a map is necessarily a consequence of individual, and often conflicting, siting decisions over time. Since facilities often develop to form a community, these decisions are interrelated spatially—i. e. , they need to be accessible to one another via the transportation system. It is our thesis that a common methodological procedure exists to analyze all these spatial-temporal constructs. While there are several monographs and texts on subjects related to this book's, this volume is unique in that it integrates existing practical and theoretical works on facility-location, transportation, and land-use. Instead of dealing with individual facility-location, transportation, or the resulting land-use pattern individually, it provides the underlying principles that are behind these types of models. Particularly of interest is the emphasis on counter-intuitive decisions that often escape our minds unless deliberate steps of analysis are taken. Oriented toward the fundamental principles of infrastructure management, the book transcends the traditional engineering and planning disciplines, where the main concerns are often exclusively either physical design, fiscal, socioeconomic or political considerations.

How can accessibility be defined? How useful are different accessibility approaches in evaluating land-use and transport policy strategies? How can the economic benefits associated with accessibility changes be measured? What are the accessibility benefits of having a public transport service available as a transport option for unexpected future use? How can the land-use, transport and accessibility impacts of Dutch compact urbanisation policies implemented in the last decades be measured? The research presented in this thesis seeks to answer these and related questions. Results suggest that current practices in evaluating accessibility in the Netherlands can be improved using geographical accessibility measures within an integrated land-use/transport perspective. Another major outcome is formed by the possible significant benefits associated with option use of public transport services in addition to use and non-use benefits traditionally included in transport policy appraisal. Residents in the service area of regional railway links seemed to be willing to pay significant amounts for the continued availability of the railway links for unexpected future use. Dutch compact urbanisation policies were also shown to have contributed to the land-use and transport-related intentions of the Dutch national government. Without compact urban development urban sprawl would likely have been greater, resulting in greater car use and related environmental impacts, higher congestion and lower accessibility levels, along with stronger fragmentation of wildlife habitats.

Coordination of land use and transport is one of the most important issues in urban planning from the viewpoint of transport infrastructure supply and amenity in urban space. There has been, therefore, much research conducted in the fields of empirical analysis and theoretical and mathematical modelling of the mechanisms of land use-transport interaction. The members of the Transport and Land Use SIG (Special Interest Group) of the WCTRS (World Conference on Transport Research Society) have conducted extensive research in these fields. Leading on from the activities of ISGLUTI (International Study Group on Land Use-Transport Interaction) chaired by Dr. Vernon Webster, its output was published as a book "Land Use-Transport Interaction / Policies and Models". Concurrently with this ongoing research, energy consumption in the transport sector has been increasing rapidly and become a crucial issue from the viewpoint of global environmental conservation. An emerging research need is to examine and structurally identify the mechanisms of the influence of land use-transport interaction on energy consumption and environmental damage, both locally and globally. The SIG held a seminar in December 1993 in Blackheath, Australia which was the first meeting where world class land use-transport experts gathered to discuss the above topic, covering fact finding, scenario analysis and modelling. This book contains selected papers from the seminar. The Australian Government, CSIRO (Australia) and the Asahi Glass Foundation (Japan) supported the seminar. The book was edited with an enormous and patient help by Dr. Omar Osman at Nagoya University.
